Do sin taxes stop the sinning?

Gov. Mark Dayton is proposing a 94 cent per pack increase in the state tax on cigarettes as part of his budget proposal this year....

Minnesota Quit Plan provides free cessation aids (nicotine patches, gum, lozenges) and phone coaching services to people who want to quit if their insurance does not cover the products 1-888-354-PLAN. The Medical Center provides Freedom From Smoking classes for $20, all of which you get back if you complete the 8 classes. Hardly out of reach of folks able to drop $5-6 per pack per day on cigarettes.

The financial argument against cessation is weak and ill-informed. Increased taxes alone are probably not effective for reducing use but coupled with free and affordable support, it's hard to argue against this source of revenue. The resources are out there. We all want lower cost health care - never going to happen if 20% of Minnesotans are still smoking. There are hoardes of unhealthy behaviors but this is one we can impact more easily. It can be done. Tobacco companies are targeting young people with new and sexy forms of chew, flavored cigarettes, tobacco dissolving strips - mimicing candy and gum and things. They are avoiding the stigma assocated with stinky cigarettes while still hooking people on nicotine. If we don't want to tread on people's freedoms to buy and sell these products, we should at least make them harder to obtain financially.

the price of smokes made me quit in 2007...well that and coughing up a lung everytime I lit one up...
