This is just their announcement that they will be increasing their penalties and are already justifying it by providing the facts that other cities (metro, far larger than NU) are higher. They aren't going to "examine" anything. They should just call it what it is: they are going to "increase" their violation penalties.

maybe recruit a couple citizens for this committee who are not on the council, or not public servants. Maybe a bar-owner as well.
