ST. PAUL, Minn. (AP) — The legislative auditor says he shares Republican legislators' concerns about a new online voter registration system launched by Minnesota Secretary of State Mark Ritchie.

In a letter to Legislative Auditor Jim Nobles this week, four top GOP lawmakers accused Ritchie of using "dubious authority" to set up the system without explicit legislative permission.

Nobles points to a nonpartisan analysis which says Ritchie could have followed the lead of top election officials in other states and asked for lawmakers' approval before creating the online system.

The Star Tribune ( ) reports Nobles is adding an audit of the online registration system to his list.

Ritchie says his office drew authority to create the system from a 2000 law that requires state acceptance of electronic signatures as the equivalent of scribbles on paper.
