M/Potter, S/Berg, to accept and file the August 2010 Budget Report (Cash Basis and Unaudited) which reflects activity at 66.7% of the budget year as follows: expenditures of $17,259,112.39 or 60.7%, and revenues of $18,027,545.23 or 64.6%; and the August 2010 Supplemental Budgets Report noting expenditures of $913,024.21 or 49.2%, and revenues of $849,463.82 or 45.5% of annual budgeted activity, carried.

M/Berg, S/Dove, to approve the CUP App. #C-00262 by Larry & Debra Fischer on property described as part of the NW4, Sec. 30T109NR31W, Sigel Twp. for the purpose of allowing the expansion of an existing feedlot from 292 AU (dairy) to up to 600 head beef finishing (600 AU), 50 head of mature dairy cattle (70 AU) and 50 dairy heifers (35 AU) for a total of 700 head (705 AU) in a beef finishing and dairy operation, with four (4) conditions listed, carried.
M/Lochner, S/Potter, to approve the State of MN Grant Contract #2000-14766 for the Hazard Mitigation Planning Grant with the MN Dept. of Homeland Security and Emergency Management in an amount not to exceed $45,000 (over a three year period); and authorize Board Chairman Seeboth to sign same on behalf of Brown County, carried. It was noted this grant will be used in updating the Brown County Hazard Mitigation Plan as required by the state.
At 10:35 AM, Chairman Seeboth convened a Closed Session for Labor Negotiation Strategy Planning pursuant to M.S.13D.03 for the two (2) AFSCME Collective Bargaining Units (Courthouse and Highway). This session was attended by Commissioners Seeboth, Berg, Dove, Lochner, and Potter along with County Administrator Enter, County Attorney Hinnenthal, Engineer Stevens, Personnel Director Crabtree, and Attorney Frank Madden via telephone (at 10:36 AM). The Closed Session adjourned at 10:55 AM.
M/Lochner, S/Berg, to authorize the payment of Family Services Administrative claims in the amount of $179,924.24, carried.
At 11:03 AM, Chairman Seeboth convened a Closed Session to consider Social Services Payments, whereupon M/Potter, S/Berg, to authorize the payment of Social Services payments in the amount of $228,936.55, carried. The Closed Session ended at 11:13 AM.
