(Owner) until 2:00 pm
on Friday, December
9, 2011 at the City of
New Ulm Council
Chambers at 100
North Broadway in
New Ulm, Minnesota,
at which time they will
be publicly opened and
read aloud, for the fur-
nishing of all labor and
material for the New
Ulm Power Plant -
2400 Volt System Im-
provements.
Description of Work:
1) Furnish, Install and
Commission new 13.2
kV and 2.4 kV
switchgear lineup
2) Provide various con-
duits and cable runs
from new switchgear
to existing and new
electrical equipment
supporting operation of
existing power plant
facility
3) Furnish and Install
panelboards,
transformers and
disconnect switches
supporting operation of
existing power plant
facility

The Bidder shall in-
clude evidence of hav-
ing satisfactorily ac-
complished (3) similar
electrical system in-
stallations during the
past three (3) years.
The bidder shall sub-
mit the proposal on the
forms provided. The
proposal shall be filled
in clearly and correctly
with ink or typewriter.
The proposal shall be
signed in ink by the in-
dividual, members of
the partnership, or by
one or more officers of
the corporation making
the proposal.
No proposal will be ac-
cepted unless accom-
panied by a certified
check or bid bond for
at least five percent
(5%) of the amount of
the proposal, payable
to the Owner as a
guarantee that if the
proposal is accepted,
the Bidder will execute
and file the required
proper contract and
performance bond
within five (5) days
after award of the
Contract. Bid and per-
formance bonds shall
be issued by a surety
company licensed to
do business in the
State of Minnesota.
The certified checks of
all except the two (2)
selected bidders will
be returned within five
(5) days of the opening
of the bids, and bid
bonds will be canceled
as soon as the perfor-
mance bond and con-
tract are signed. If
after five (5) days, the
Successful Bidder
shall fail to comply
with the provisions of
the Contract Docu-
ments, the bid bond
shall be forfeited to the

entire amount of the
assessment remaining
unpaid. The unpaid
balance of any as-
sessment will be
levied by Brown Coun-
ty and will be collected
as an assessment on
your property tax
statement the follow-
ing year.
An owner may appeal
an assessment to dis-
trict court pursuant to
Minnesota Statutes
Section 429.081 by
serving notice of the
appeal upon the Mayor
or Finance
Director/Clerk-Treasurer
of the City within 30
days after the adoption
of the assessment and
filing such notice with
the district court within
ten days after service
upon the Mayor or Fi-
nance Director. Under
Minnesota Statutes,
Sections 435.193 to
435.195, the Council
may, in its discretion,
defer the payment of
this special assess-
ment for any home-
stead property owned
by a person 65 years
of age or older for
whom it would be a
hardship to make the
payments. When
deferment of the spe-
cial assessment has
been granted and is
terminated for any rea-
son provided by law,
all amounts accumu-
lated plus applicable
interest become due.
Any assessed property
owner meeting the re-
quirements of this law
and City Code Section
2.80 adopted under it
may, within 30 days of
the confirmation of the
assessment, apply to
the Finance Director/
City Clerk-Treasurer
on such forms as are
prescribed by the
County Auditor for
such deferral of pay-
