Nicollet County Board hears need for intermediate care facility

ST. PETER - Nicollet County commissioners heard an overview of a proposal to develop an Intermediate Care Facility for Developmentally Disabled Children at their Nov. 13 meeting.

Social Services Supervisor Barb Christenson said many families struggle with getting help and support for developmentally disabled children. She has been working with the Minnesota Department of Human Services (DHS) about establishing a five-bed facility in the area.

She said project funding could be provided through the Medical Assistance (MA) Program if site establishment is approved. More information will be provided at a later date.

Commissioners also:

Appointed Ryan Krosch as Nicollet County Administrator as of Jan. 1, 2013. Compensation was set at Grade 22, Step 18 of the 2013 Nicollet County Pay System and Compensation Plan.

By a 4-1 vote after discussion, commissioners approved Krosch's contract to include a six-month severance upon termination without cause

Learned from Public Works Director Seth Greenwood that part of the County State Aid Highway 25 project is unacceptable, due to concrete quality. The issue is being discussed with the contractor.

Greenwood said about $500,000 is being held back from the contractor due to the issue. He said there are also striping problems with the road, due to manure hauling by a local dairy. Greenwood is preparing a billing statement to present to the dairy for damages.

Learned that appraisals have been returned, offers made and work begun on CSAH 5 design work. There were questions and comments about a bike (or safety) lane, requiring a six-foot, paved shoulder, estimated to cost another $250,000. The issue will be discussed at a future work session.
