Commissioners mull drainage ditch repair

JD 35 needs clean-out

NEW ULM - Brown County commissioners will consider a drainage ditch repair request for Judicial Ditch (JD) 35 in Brown and Redwood counties on Tuesday, Dec. 11.

Art Kettner requested that JD 35 R&B be inspected for clean out in sections 2 and 11 of North Star Township due to sloughs and silting over the years, according to the Request for Board Action (RBA). An inspection showed a 7,000-foot north-south segment of the open ditch in sections 2 and 11 of Brown County was found to need a clean-out.

The Judicial Board met on Oct. 23 and approved the 7,000-foot clean out in Brown County and an additional 2,600 feet in Redwood County to the main ditch of JD 35. Based on estimates, a limit of $14,000 was established.

Three quotes were received, with other contractors declining to submit a quote. Quotes received to clean out 9,600 feet of JD 35 were $19,680, Mathiowetz Construction; $19,260, RAW Construction; and $14,900, Rosburg Construction, according to the RBA.

Commissioners will host a JD 35 R&B Ditch Authority Teleconference with Brown and Redwood County JD Authorities to consider the repair request at 8:15 a.m., Tuesday in Courthouse Room 204.

The rest of the regular commission meeting begins at 4 p.m. Tuesday in the courthouse commissioners' room. Commissioners will consider:

Drainage ditch repair requests: $1,500 side drain repair, CD 69, Section 8, Burnstown Township; $1,679.27 seed cost for spoil bank area CRP, JD 30 R&B Prairieville Township; $15.70 water cost to jet tile line, CD 18, Section 7, Stark Township; $565.50 jet tile line, CD 1 Essig, Milford Township; $2,218 repair intake and collapsed tile, CD 1, Essig, Milford Township; $140 spot clean and bank repair, CD 11 Imp. Section 25, Stark Township; $860 tile washout, CD 33 Section 30, Albin Township.

Purchasing a new highway department power broom. Prices are $45,755.33 from Ruffridge-Johnson Equipment and $41,417.27 from RDO. The old unit has had many issues since it was purchased in 2004, according to the RBA.

Sheriff's Office and Information Technology Dept. fee revisions and additions. If approved, a public hearing is set for 10 a.m., at the Tuesday, Jan. 8, 2013 board meeting.

Purchase of a $3,379, custom-designed computer from General NanoSystems Inc. for computer crimes investigations.

Purchasing a $7,820 plus tax courthouse security system with two outdoor cameras for the Law Enforcement Center (LEC) entrance for parking lot and main entrance surveillance from Reliance Telephone, Inc. The current courthouse security system is about 10 years old and cost-prohibitive to upgrade, according to the RBA.

Purchasing two ITT Night Vision Enforcer Generation 3 Pinnacle Monocular devices for $7,590 total from Streichers for the sheriff's office. Morovision's quote was $7,990 for the two devices.

A 30-minute proposed 2013 budget/levy public meeting, to begin at 6 p.m., Tuesday, Dec. 11, in the 3rd floor District Courtroom. Extension budget and contingency line items have been revised with respect to the the Nov. 20 county board action approving a support staff position. Department heads will be present to address budget questions specific to departmental staffing and programs.
