SLEEPY EYE - The Sleepy Eye City Council discussed a false fire alarm policy Tuesday, and it plans to consider a new policy at its July meeting.
Fire Chief Tom Moldaschel said many cities are dealing with false fire alarms that are costly to firefighters' employers besides city taxpayers, due to lost time on the job. "It's one of those things we don't like to think about, but it needs to be done," Moldaschel said.
Moldaschel was told to work on a draft policy and present it to the council at its July meeting. It was suggested to charge $500 to anyone calling in more than three false alarms over a 30-day period.
In other business, the Council:
Approved issuing up to $1,500,000 in Series 2014A General Obligation (GO) Refunding Bonds and selling them by direct negotiation with Northland Securities, Inc. Bond proceeds will be used together with additional city funds that may be needed for crossover refunding of all or a portion of the Feb. 1, 2017 through 2028 maturities, up to $1,370,000 of the City's 2007A GO Bonds dated Feb. 1, 2007 as the date of original issue.
The average coupon 2007A Bonds is 4.17 percent, 2.35 percent for average new coupon bonds for a $77,020 net debt service reduction. Final maturity of both bonds is 2028.
Received the 2013 City Audit Report by Dennis Oberloh. Total General Fund expenditures decreased from $2,533,764 from 2012 to $2,500,000 in 2013, or 1.3 percent.
"We recommend the City continue to be conservative in its spending and be aware of possible future budget cuts at the state level," the report read.
Authorized Sleepy Eye firefighters to execute July 4th fireworks and increased the City's donation from $2,500 to $3,000.
Received a petition from Dan Neid for additional curb, gutter and blacktop work in the 2014 Snow Farm Addition project. City Engineer Dave Palm said MR Paving plans to begin project work in early July.
Approved increasing building permit fees 10 percent, the first increase since 2009, according to City Manager Mark Kober.
