The work under this
contract for this con-
struction shall be start-
ed within 10 days after
the “Construction No-
tice to Proceed” is is-
sued, anticipated after
July 1st , 2025. Work
shall be substantially
complete July 31st ,
2026.
The bidder is en-
couraged but not re-
quired to include
Disadvantaged Busi-
ness Enterprise (DBE)
participation, as de-
fined in Appendix A of
49 CFR Part 26, Regu-
lations of the Office of
Secretary of Transpor-
tation. The apparent
successful bidder will
be required to submit
information concerning
the DBE’s that will par-
ticipate in this contract.
The information shall
include the name and
address of each DBE,
a description of the
work to be performed
by each named firm,
and the dollar value of
the contract.

construction of the pro-
posed airport improve-
ments have been

NOTICE IS HEREBY

Economic Develop-
ment Authority (EDA)
of the City of New Ulm,
Minnesota, will hold a
Public Hearing at 8:00
A.M. on Tuesday, April
8, 2025, in the City
Council Chambers,
City Hall, regarding the
adoption of the FY
2025 Five-Year Plan
for the fiscal year be-
ginning July 1, 2025.
This Plan addresses
EDA administration of
the Public Housing and
Section 8 Housing
Choice Voucher Pro-
grams only. The pur-
pose of the Plan is to
provide a framework
for local accountability
and an identifiable
resource for public
housing residents, par-
ticipants in the
tenant-based assis-
tance program and oth-
er members of the pub-
lic to locate EDA poli-
cies, rules and require-
ments concerning its’
operations, programs,
and services. The
Five-Year Plan and at-
tachments are on file
and available for public
inspection at the Hous-
ing Office, 1 st Floor,
City Hall, 100 North
Broadway, New Ulm,

All persons in atten-
