SE man faces felony charges for threatening neighbors
SLEEPY EYE — A 42-year-old Sleepy Eye man faces a felony charges of making threats of violence and two other charges after allegedly threatening his neighbor, the neighbor’s wife and grandchildren Monday.
Charges were filed Wednesday in Brown County District Court against Gary Hooks of 300 Water St., S.W. Sleepy Eye. Charges include a charge of felony threats of violence, a gross misdemeanor charge of violating a Harassment Restraining Order (HRO) and a charge of harassment-intent to injure.
According to court documents, a man called Sleepy Eye Police at 12:30 p.m. Monday, April 27 and said Hooks had threatened his wife and grandchildren.
Sleepy Eye Police Chief Matt Andres knew from previous contacts that the caller and Hooks, his neighbor, did not get along and that the man has a Harassment Restraining Order (HRO) against Hooks.
Andres drove to the caller’s residence where the man told him he was was sitting on his front porch when Hooks came to his front yard, chained a dog up, walked up and down the property line and made threats against the man, his wife and grandchildren. The man said Hooks said he would shoot any one of them who went on his property.
Andres reported he found a security system video in the alleged victim’s residence, watched it and saw the alleged victim exit his house and sit on the porch. He soon saw Hooks chain his dog up, walk the property line and saw him talking and pointing to his neighbor’s front porch, then extend his middle finger in that direction.
The alleged victim said Hooks threatened him and his family. He said Hooks said on the video seen by Andres that he would only spend three days in jail if he killed them because he would be in his rights to shoot them.
The alleged victim said Hooks would stare at him, trying to intimidate him, which scared him because he believes Hooks has the means to hurt him. The man said his wife will not go outside.
Andres asked Hooks what happened that day and Hooks stated nothing. Andres asked why he spoke with his neighbor and Hooks said there was no proof, that he talks everywhere and he could have been singing.
Hooks was convicted of 5th-degree assault on Jan. 31, 2018, a previous, qualified domestic violence-related offense conviction or adjudication within the previous 10 years.
Hooks’ unconditional bail was set at $20,000; $5,000 with conditions Wednesday. Conditions include having no contact with alleged victims and not entering their residence. A court hearing was set for 8:30 a.m., May 12.
